MENTAL HEALTH SERVICES:

Crisis Management & Intensive Care

Crisis Management and Intensive Care programs include

  • Garden Place: Twelve-bed secure residential treatment facility
  • The Heeran Center Residence: Sixteen-bed high level care facility
  • Royal Avenue Program: Twelve units for individuals in crisis.

ShelterCare’s Crisis Management and Intensive Care programs play a critical role in the system of care for adults with severe and persistent mental illness (SPMI) in Lane County. Short-term programs help prevent or shorten hospitalization and provide a cost effective and appropriate level of care for individuals who are in crisis, but do not require intensive treatment in a psychiatric hospital setting.

Garden Place is a 12-bed secure homelike residential treatment facility. The program serves individuals who need extended periods of care. In addition to traditional mental health treatment, this program is being designed to provide extensive daily living training to individuals who have been hospitalized for extended periods of time. The goal of Garden Place is to place residents in a less restrictive community setting within six months to a year. This innovative approach will foster the greatest degree of independence possible in a caring and supportive environment.

The Heeran Center Residence (HCR) is a safe, structured environment for persons with a mental illness who need a high level of psychiatric care but do not require a hospital environment. The program is a unique partnership between Lane County Mental Health and ShelterCare. Sixteen adults diagnosed with a severe, persistent mental illness are served. The program serves the Lane County Crisis system with post-hospital acute care services for mental health clients who require longer term stabilization services. The program provides meals, 24 hour awake staffing, and a daily regimen of therapeutic and skill building activities.

The HCR schedule of therapeutic and recreational activities is provided under the direction of Psychiatric nursing staff. Program activities are designed to maximize stabilization and rehabilitation. HCR has exceeded all clinical projections for effective rehabilitation of mental health clients in crisis. Crisis residents now return to the community after an average of 4 to 6 weeks in the HCR program. Previous to this local option, crisis residents were transported by police escort to the state hospital where stays extended to six months. Equally remarkable is the observation that readmission to psychiatric hospital care, within months of leaving the program, is rare for those who have successfully completed the HCR program.

Most importantly, the program has provided Lane County residents with a local, less drastic alternative to institutionalization and hospitalization for mental illness rehabilitation and crisis stabilization. With families nearby and with a less institutional setting, the individuals served by the HCR program benefit from an improved quality of care in a community setting.

Royal Avenue Program offers crisis respite to adults experiencing acute mental health issues that don't require hospitalization. The program allows residents to remain in the community during times of mental health crisis. The program averts hospitalization and encourages a successful return to community living. Open 24 hours a day, the program provides services that increase residents’ success at independence and improve their quality of life.

Of the approximately 200 crisis clients each year who are homeless upon arrival to Royal Avenue Program, 43% leave to an improved housing situation after an average program stay of less than a week. About half of the clients served by Royal Avenue leave to significantly improved circumstances, having resolved their crisis, found housing, or stabilized on their medications.
