MENTAL HEALTH SERVICES:
Services for Homeless Adults

Programs provide varying levels of care for indigent, homeless individuals with severe and persistent mental illness (SPMI).

Programs for Adults Who Are Homeless:

  • Shankle Safe Haven offers shelter and services for 16 chronically homeless individuals with SPMI and a day program for an additional 12 - 16 adults
  • Royal Avenue Safe Haven Program offers residence for 12 adults with SPMI who are chronically homeless.
  • The Inside Program provides short-term transitional housing and permanent housing for individuals with SPMI who are chronically homeless.

Shankle Safe Haven Program opened in 1997 to provide services to individuals who are chronically homeless and have a severe, persistent mental illness.

The program promotes individuals who have not been successful in traditional residential programs or with standard treatment approaches. Sixteen individuals are in the residential program.

Success at independent living, increased skill level and income, and greater self determination for 16 residents and 12 day program participants.

In addition to meals, showers and support with daily essentials, participants are given an opportunity to participate in shelter activities that support a transition to a more stable living situation. The program works closely with other area resources that help participants achieve success at independent living.

12 to 16 individuals are served in a Day Program and are able to access the same services five days a week.

The facility at Royal Avenue Program has 12 units to serve individuals who are chronically homeless with a severe and persistent mental illness. Royal Avenue Program is both a crisis and long-term facility that serves individual adults. Open 24 hours a day, the program provides services that increase residents’ success at independence and improve their quality of life.

The Inside Program (TIP)

The Inside Program (TIP) is a transitional and permanent housing program for up to 28 single, chronically homeless adults with a severe and persistent mental illness. The program provides access to services and help with overcoming barriers to moving from the streets to having a safe long term home. This program is intended to be a partnership with participants to provide assistance for them to choose the manner and type of future they seek.

The program provides access to services and engages people in addressing the issues associated with homelessness, including social alienation, incarceration, mental illness, poverty, trauma, substance abuse, brain injury or cognitive problems and medical problems. Using a ‘housing first’ approach we engage people in achieving their own pathway to a safe, stable living environment and healthier quality of life inside a home of their choosing.

The program provides individual, furnished apartments, and daily living needs for up to 6 months in the 16 unit transitional program and permanent housing for an additional 11 clients. The staff provides supportive counseling and community advocacy to assist participants, according to individual needs. For example, participants are assisted to acquire an income, physical and mental health care, drug and alcohol treatment, vocational support and transportation. Staff meets with participants several times a week in a setting and at a time convenient to the participants.
